Still not ideal I guess, but tons better! IE: 2000RPM Highest MAX, 1000RPM Lowest, run it at about 1500RPM's. The heatsink is pretty impressive (large with copper). It is a bit noisy but it cools down the AMD athlon x64 6000+ processor very well.
